Empowering Gauteng Youth with Free Learners Licenses

Young people in Gauteng now have a life-changing opportunity to secure their learners licenses—for free—thanks to the Gauteng Learners License Campaign. Spearheaded by the Gauteng Provincial Government in partnership with Diageo South Africa, this initiative addresses both youth unemployment and road safety by fostering responsible driving habits among young residents.

This campaign, themed “Wrong Side of the Road,” is more than a license giveaway—it’s a bold intervention to reduce alcohol misuse and increase employability in Gauteng’s most underserved communities.


What the Initiative Offers

The program assists 40,000 youth with free administrative support to obtain learners licenses for motor vehicles or motorbikes. With over 130,000 applications already received, it’s clear the campaign has struck a chord with the province’s youth.

As part of the Project Last-Mile, 10,000 of the 40,000 licenses will be reserved for motorbike learners licenses. Selected individuals will also receive:

  • Training and mentorship
  • Access to motorbikes (rental, rent-to-own, or purchase options)
  • Job placement support through logistics and courier industry partners

Eligibility Criteria

To be considered, applicants must meet the following requirements:

  • Be a South African citizen
  • Reside in Gauteng’s Townships, Informal Settlements, or Hostels (TISH)
  • Be aged between 17 and 34
  • Be prepared for the learners test using the K53 App
  • Be available for testing between 19 October 2024 and 28 February 2025

Application & Selection Process

Although the recruitment phase has officially closed, shortlisted candidates will be contacted directly via WhatsApp or SMS. The next steps include:

  • Watching an educational video
  • Completing a short quiz on alcohol awareness
  • Scoring at least 80% on a K53 mock test
  • Booking a free learners license test date

The campaign uses a first-come, first-served approach. Only names on the existing recruitment list are eligible. Those needing internet access can visit local libraries to use free Wi-Fi.

A Safer and Smarter Gauteng

This campaign aims to reduce road accidents linked to alcohol use and increase employability among young people. According to Premier Panyaza Lesufi, empowering youth with learners licenses is a “dual-purpose initiative”—supporting both job readiness and responsible driving culture.
