If you run an Early Childhood Development (ECD) centre and want to provide education and care tailored to children’s age, stage, and needs—including children with disabilities, chronic illnesses, or other special needs—you can apply for an ECD programme certificate at your nearest Department of Social Development or regional office.

About the ECD Programme Certificate

The ECD programme certificate allows you to operate officially and ensures your centre provides proper learning, care, and support. The certificate is valid for up to five years.

Your ECD programme must:

  • Provide appropriate developmental opportunities
  • Help children reach their full potential
  • Offer nurturing care and security
  • Promote positive social behavior
  • Respect each child’s culture, individuality, and language
  • Address emotional, cognitive, sensory, spiritual, moral, physical, social, and communication development
  • Have qualified and trained staff with at least three years’ ECD experience

To qualify for government funding, your programme must meet national norms and standards. Priority is given to communities lacking adequate housing, food, and basic needs.

What You Need to Do

  1. Apply for registration or conditional registration at your nearest Department of Social Development or external office.
  2. Complete Form 16 provided by the office.
  3. Submit the following documents:
    • Your name and ID number
    • Physical and postal address
    • Details of the ECD programme
    • Implementation plan
    • Staff composition
    • Financial statements
    • Clearance certificates from the Department of Justice confirming you and your staff are not listed in Part B of the National Child Protection Register or the National Register for Sex Offenders
    • Qualifications, skills, and experience

Once approved, you will receive a certificate of registration, conditional registration, or renewal.
