TO: All Heads of National and Provincial Departments and Government Components

SUBJECT: Clarification on the Use of the Z83 Application for Employment Form and Advertising Generic Posts by Provincial Treasuries

This circular aims to address common challenges faced by HR practitioners regarding the use of the Z83 application form during recruitment processes.


1. Background

During the second quarter of the 2024/2025 financial year, DPSA conducted a survey across public service departments. The goal was to identify problems with the completion of the Z83 Application for Employment Form. The findings revealed inconsistencies in how departments used the form.


2. Common Challenges Identified

The survey highlighted several issues:

  • Incomplete or unsigned Z83 forms
  • Misunderstood instructions
  • Unanswered questions in key sections of the form

3. Clarification and Guidance

To address these issues, DPSA provides the following guidance:

3.1 Full Completion and Signature (Circular 44 of 2020)

All fields on the Z83 form must be completed, and the applicant’s signature is mandatory. The form must not be submitted in isolation. The applicant’s CV should also be reviewed for relevant information.

3.2 Part F – Re-employment Conditions (Circular 19 of 2022)

Applicants must respond to questions in Part F regarding any conditions that may prevent re-employment in the public service.
Note: Current public service employees do not need to complete this section, as their employment history is verifiable through their CVs.

3.3 Parts A–D – Completion Standards

While all fields in Parts A to D should be completed, applicants may leave questions blank or mark them as “N/A” if not applicable.
Note: Some sections may not be relevant to all roles.

3.4 Special Note on Signatures

Each Z83 form must be signed. However, initials on the second page are not mandatory.


4. Job Advertisement Compliance

Departments must comply with DPSA directives regarding job descriptions, especially for positions in Provincial Treasuries.

Key Requirements:

  • Use of benchmark job descriptions in all advertisements
  • Only compliant posts will be published in the Public Service Vacancy Circular (PSVC)
  • Non-compliance may result in financial consequences and accountability measures
